“A liberal constitutional state must ensure that the legal regulations governing our social coexistence are compatible with ethical standards. As a legal scholar, I have therefore focused primarily on ethical issues in medical law that have been raised by new developments in the life sciences. Discussing such issues is an essential task of the German Ethics Council, which should also promote a rational debate of fundamental ethical questions in general. I see my main task as Chairman of the Council in conducting this ethical discourse, together with the other members of the Council and communicating it to the public – which is particularly important in difficult times.”
